1、 Carry out energy-saving publicity and create a strong atmosphere.

By hanging energy-saving slogans, banners, issuing energy-saving brochures and other forms, all cadres and workers will be made aware of the importance of energy conservation and emission reduction, actively solicit suggestions and tips on energy conservation and emission reduction from employees, and carry out energy conservation knowledge competitions to create a good atmosphere where everyone talks about energy conservation and everyone saves.

2、 Experience energy shortage and strengthen energy conservation management.

Carry out energy shortage experience activities, shut down the air conditioner in the office area and the lighting in the lobby, corridor and toilet for one day, so that the majority of cadres and workers can personally realize the urgency of energy shortage, so as to consciously establish the awareness of energy conservation; Investigate and analyze the use of water, electricity, oil, office supplies, etc., fully understand the use, regularly check all facilities, and avoid "running, emitting, dripping, and leaking"; Relying on the municipal office OA system, vigorously promote paperless office, use the network to establish QQ groups, establish mobile phone short message platform and other means to reduce office costs and improve work efficiency; The Regulations on Further Strengthening the Management of Public Vehicles and Prohibiting the Use of Public Vehicles in Violation of the Regulations were issued. The system of "follow the vehicle and refuel" was implemented. The vehicle maintenance costs were strictly controlled through centralized fixed point maintenance. In the first half of this year, the coverage of energy-saving publicity and the rate of institutional soundness reached 100%, the promotion rate of new energy-saving technologies was 100%, the utilization rate of milling materials for maintenance projects was 100%, the coverage rate of refined management and preventive maintenance was 100%, the office expenses decreased by 18% year-on-year, the vehicle expenses decreased by 30% year-on-year, the water expenses decreased by 34.7% year-on-year, and the water expenses decreased by 29.9% year-on-year. The awareness of energy conservation has been significantly enhanced, and the waste of resources has been effectively curbed.

3、 Strengthen detail management and build an energy-saving industry.

Save the inspection cost. Based on the actual management and maintenance, proceed from intensification, investigate and demonstrate, reasonably allocate the inspection route, achieve "round inspection" and "seamless inspection", and effectively ensure that the inspection time is shortened and the number of turns is reduced; Promote the mechanization process of highway maintenance, strengthen the daily and preventive maintenance of highways, timely treat highway diseases, and extend the service life of highways; Summarize the experience of reusing old materials, make full use of the old cement pavement blocks and old curbs of the line to rebuild hard shoulder masonry, fully reflect the concept of low-carbon environmental protection and recycling, maximize the use of materials, which not only reduces a lot of construction waste, but also saves costs. Actively promote the application of new technologies, new processes and new materials, and use potting glue, joint tape, etc. to treat asphalt pavement cracks, effectively prevent rainwater in summer and snow melt water in winter from infiltrating into the subgrade and causing other diseases to the subgrade and pavement.

4、 Innovate the concept of protection and build an ecological highway.

Implant the concept of green maintenance and environmental protection, correctly handle the relationship between road maintenance and ecological benefits, adhere to the principle of "efficiency, environmental protection and ecology", and deeply build "Shumei Road Section, Anmei Bridge and Tunnel". Further adjust the design ideas, improve the greening at the junction, block the greening through the village, and add juniper along the road to achieve high and low matching; Adopt purple leaf plum, cherry blossom, juniper, forsythia, red and green wood, turf and other high standard greening, enhance the slope protection function, beautify the roadside environment, and eliminate the green blank road section.
