In accordance with the overall deployment of the State Council on accelerating the cultivation and development of strategic emerging industries, the Three Year Action Plan for the Standardization of New Materials Industry is hereby formulated to implement the "12th Five Year Plan" for the development of new materials industry, do a good job in the standardization of new materials industry, establish and improve the new materials industry standard system, and promote the development of new materials industry.
(1) Strengthen the preparation and revision of standards in key new material fields
Special metal functional materials. Actively promote the preparation and revision of key standards such as high-purity metals and targets, rare and precious metals, energy storage materials, new semiconductor materials, new generation amorphous materials, fine alloys, etc., formulate and issue functional materials standards such as rare earth permanent magnets and luminescence in a complete set and in a systematic manner, and pay close attention to the development of basic and methodological standards such as material performance testing, composition analysis, and standard samples. Complete the preparation and revision of 40 key new material standards such as catalytic materials and targets, put forward 80 key standard development plans, and carried out pre research on 5 key standards.
High end metal structural materials. Focus on the development of product standards such as high temperature alloy and corrosion resistant alloy, corrosion resistant steel, special stainless steel, tool and die steel, bearing steel, gear steel, aluminum alloy, special magnesium alloy and titanium alloy for rail transit, and further improve the supporting foundation and method standards such as ultrasonic flaw detection, non-destructive testing, and mechanical testing of metal materials. Complete the preparation and revision of 30 key new material standards for nuclear power steel, corrosion resistant alloy, titanium alloy, etc., and put forward 40 key standard development plans.
Advanced polymer materials. Formulate and release a batch of key product standards such as special rubber such as butyl rubber and special additives, engineering plastics and products such as polyamide, battery separators, optical functional films, special separation membranes and components, environmentally friendly coatings and functional chemicals, and complete the preparation and revision of supporting standards such as determination methods, general technical conditions and application specifications. Completed the preparation and revision of 65 key new material standards in functional films, special rubber and other fields, and proposed 110 key standard development plans.
New inorganic non-metallic materials. Focus on the development of advanced ceramics such as electro-optic ceramics, piezoelectric ceramics, silicon carbide ceramics, microcrystalline glass, high-purity quartz glass and special raw materials, scintillating crystals, laser crystals and other product standards, accelerate the pace of preparation and revision of supporting standards such as material impurity detection and test methods, and strengthen the development of supporting standards. Complete the preparation and revision of 50 key new material standards in special glass, silicon nitride ceramic materials and other fields, put forward 30 key standard development plans, and carried out pre research on 5 key standards.
High performance composites. Formulate and improve the standards for high performance fibers such as carbon fiber and basalt fiber, accelerate the formulation and release of relevant standards for fiber reinforced composites, actively develop the standards for resin based and ceramic based composite products, and study the classification method standards, performance test standards, special raw material standards and other supporting standards for composite materials. We completed the preparation and revision of 10 key new material standards such as high-end glass reinforced fiber, proposed 30 key standard development plans, and carried out 10 standard pre studies.
Advanced new materials. Timely carry out standard pre research in frontier fields, coordinate and optimize key technical indicators, focus on nano powder materials, graphene, superconducting materials and raw materials, biological materials and products, smart materials and other products, complete the development of five key new material standards, propose 10 key standard development plans, carry out 30 standard pre research, closely follow the development trend of international new material technical standards, Make standard layout in advance.
(2) Actively carry out application demonstration of key new material standards
Focusing on the standards in the fields of high-strength reinforcement, functional membrane materials, special glass, rare metal materials, rare earth functional materials, composite materials and other fields, and facing the demand for new materials in the fields of electronic information, high-end equipment and other fields, we will build a standard formulation, revision and implementation mechanism that combines upstream and downstream, complements advantages, and interacts well, improve the applicability of new material standards, and give full play to the supporting and leading role of standards in industrial development.
Select key new material fields and carry out special projects of application demonstration of key new material standards in some areas where conditions permit. Relying on the ministerial and provincial cooperation mechanism, actively promote the standardization of local new materials, explore and carry out the identification of new material products to meet the standards based on new material standards.
(3) Accelerate the international standardization of new material industry
Closely combining with the key points of the "12th Five Year Plan", we will quickly carry out comparative analysis and research on international standards of new materials industry and foreign advanced standards, and find out the gap between China's new materials industry standards and international standards and foreign advanced standards. Focusing on the new material industry and application needs, combining the actual situation of China, accelerate the transformation of advanced and applicable international standards and foreign advanced standards, and improve the technical level of China's new material industry standards.
Strengthen the development trend and dynamic analysis of international standardization of new material industry, carry out technical reserves for international standardization of new material industry, build a project library of international standard proposals for new materials, and promote the international trend of independent new material technical standards. Encourage competent enterprises or units to participate in the international standardization of new material industry, establish an international standard communication platform, strive for the initiative of international standardization of new material industry, and improve the international competitiveness of China's new material industry.
